I don't think there's a point at which the brain is totally "developed" (whatever that means).
brain size maxes out in the teens, as does sexual maturity (which the brain plays a large role in) nut the brain continues to develop in terms of altering its structure to adapt to new knowledge or experiences. So I would say never (until you get senile).
