Hmmmm.... might be East Germany who was controlled by the USSR after world war 2, or maybe even the ussr did it themselves since they owned alot of europe after world war 2

The Soviets reached Berlin in 1945. They passed through Eastern Europe. So they must have collected weapons and other military devices on their way. Surely enough, they took the German tanks and weaponry. In countries like Poland there was nothing left to gather. Possibly they took stuff from their Soviet Republics, such as Ukraine. Furthermore, the USSR invaded Japan after the Yalta Conference. I think that whatever they took from Japan was very useful for the Soviets. After all, Japan had a very decent technology. One last point: USSR had A LOT of heavy machinery factories. They really did not need to take stuff from anyone else. The USSR had an extremely strong workforce. They were self-efficient.
