19 + 9 = 28 kilo = 1000 28 * 1000 = 28000

That's what I'd go with. The main thing to remember with the metric system is that there are about 10 relevant terms, and if they're put into a grid, that's the whole thing. Volumes are measured in liters, distance in meters and mass in grams. Mega means * 1,000,000 kilo means * 1000 hecto means * 100 deka means * 10 deci means * 0.10 centi means * 0.01 milli means * 0.001 micro means * 0.000001 (one millionth) Stick one of the prefixes in front of the type of measurement, and you have the relationship.
