\[\sqrt{28}=\sqrt{4\times 7}=2\sqrt{7}\] so you get \[\frac{18-2\sqrt{7}}{16}\] and you can cancel a 2 top and bottom but i don't think anything else goes. get \[\frac{9-\sqrt{7}}{8}\]

don't forget to cancel the 2 from both terms. i should have maybe written \[\frac{18-\sqrt{7}}{16}=\frac{2(9-\sqrt{7})}{16}=\frac{9-\sqrt{7}}{8}\]
