law of sines for this one use \[\frac{\sin(A)}{a}=\frac{\sin(B)}{b}\] to get \[\frac{\sin(130)}{52}=\frac{\sin(B)}{31}\] so \[\sin(B)=\frac{31\sin(130)}{52}\] and \[ B=\sin^{-1}(\frac{31\sin(130)}{52})\] then a calculator.
