When you want to change -let's say - the structure within your organization, you will first have to list your goals. One of the goals may require you to identify who is suitable for what position. This is when the human resources start to play a role. You have to see who is best at what and what skills and abilities certain individuals hold. This may lead to relocating an employee from one department to another, because you are quite certain that they will perform better in their new position. Once your employees start to improve, because you whether relocated them or sent them to some sort of a course (IT, languages ec.), you know that you are on a good path towards a positive change. Human resources department is supposed to always be on the top of its game and know (with almost 100% certainty) what the certain employee is like and what tasks they will perform the best.
