Hard to say. She changes her mind about Juliet getting married to Paris vs. Romeo. At the beginning, she is all about Paris and his status, but then she agrees to help Juliet marry Romeo, because she sees that J is in love. But when things get dicey, she goes back to endorsing Paris, and tells Juliet to forget R. I think she is a round character in that she has more than one side to her personality, but she is not dynamic - she does not go through a major change, in fact, she reverts to her conservative side, if only to protect Juliet from her father, although she might just be covering her own butt, since she helped make the secret wedding happen.
