The MLA says that foreign-language articles should be referred to by their title exactly as printed, but this seems to be designed around European languages. How should I cite papers with titles in other types of lettering, like Russian or Chinese?

You can usually find an English way of writing it. For example in German there is a letter a with two dots over it. The English equivalent is 'ae'.
