y=mx+b
y=2x+10
the slope is m=2, the y-int is b=10.

So, start with the point (0,b) or (0,10) which is the y-int.
Then the slope of 2 means for every one unit you move to the right in the x-direction, you must move two point up in the y direction.To get a second point we can add one to the x-coordinate of the y-int and 2 to the y-coordinate of the y-int: the second point is (0+1, 10+2) or (1, 12).

Since we only need two points to "fix" a line in the plane we can stop.
