I posted three solutions but received zero medals so far. :(
A car's speed is measured relative to a stationary object, such as the ground. If you were to measure the speed of the 40 mph car relative to that of the 60 mph car, you'd see a car traveling at 100 mph. It shouldn't be too hard to solve these problems, really.
