why do eyes reflect light back in the direction of the source(the "red eye" phenomenon inflash photography)?

The red light "reflection" is caused by the blood vessels on the retina.

nocturnal creatures have still better reflective layers, that allow them to feel light with lower light wave intensity. Their eyes are more sensitive.
