Why php and python? You can use Django (written in Python) which has an excellent documentation. https://www.djangoproject.com/

i agree with duikbook, why use 2 server side programming language? For website, i prefer to use PHP.. you can use a ready to use CMS like wordpress, you can find on http://wordpress.org with great documentation, or visit http://php.net to get full documentation of PHP.
