I looked on the multiple choice answer list and it didnt have 'no answer'?
How much does it cost Jarod to rent if he doesn't drive the car (i.e. if m=0)? How much does it cost if he drives one mile? How about two miles? Three, four, etc.? Find the answers and the equation should become increasingly obvious.
Total fee for the day = 22.50 + 2.50(m)
