i divide everything by -2, flip the sign, then get y<x^2-8x+17
but when i plug in positive 1 into x, i get positive 10 and it's supposed to be negative 10 WHY??

Why are you dividing by -2? It's already solved for y. Just graph y=-2x^2+16x-34 and the solution will be the region above that line
