t(dX/dt) = \[\left[\begin{matrix}2 & -1 \\ 3 & -2\end{matrix}\right]\]*X(t) + \[\left(\begin{matrix}1-t^2 \\ 2t\end{matrix}\right)\]

Hint: in the homogeneous equation [t*d/dt-A]X(t), let X= \[t^{λ}\]*W where W is a constant vector
