I think it would be considered a topic sentence because this is only saying how to harness energy. It could only be seen as a thesis statement if paragraph 1 is about harnessing energy using solar, 2nd paragraph about wind and 3rd about water power..

I plan on having the paper set up where each form of energy has it's own paragraph. Sorry, for not including that.

I think its a thesis statement, becuase you have the three things you're planning on talking about in your essay :)
