That sentence is phrased pretty weirdly. I'd guess they are saying "In which ways can school be conducted to help students develop their humanity"

Either that or "How can the conduct of school stifle or limit or oppress the humanity of its students". In the context it is in, do you know if it is taking a positive or negative approach to school?

i think its a negative because we are reading night and that was one of the questions on the sheet

Then I would assume it means the latter suggestion. (Like, picture a big school with lots of rules and regulations, and heavy punishments for students who deviate from the norm. Maybe the students are overworked and get no recess or lunch break. This could limit their humanity because they can't really express themselves and play around a little.
