What is the rule that says there is no apostrophe for possession in phrases such as the Veterans Organization...or the Volunteers Club, or Girls Tennis?

The apostrophe is for possession, like you said. In your example, the Veterans don't OWN the organization. It is an organization FOR Veterans. The volunteers don't OWN the club. It is a club FOR volunteers. Do you see the difference now?
