Was there any legislation that prevented the sale or transfer of military supplies to Nazi Germany before the United States formally entered the war? The Lend-Lease Act (1941) states that the US was able "To sell, transfer title to, exchange, lease, lend, or otherwise dispose of, to any such government" "defense articles" or "defense information" to "any country whose defense the President deems vital to the defense of the United States" Obviously the United States excluded Nazi Germany from any such dealings, but was there any official document that forbade the dealing of such materials?
