Have you thought of a "class" option in the site. This is a suggestion:

How would this work?

In a button, any user that has over lvl 10 total may click "Create class".

Kind of a survey: list of question like: Title of class, description, start and end date. Then the admins would accept or refuse the class

It would be kind of a study group, but really different (a classroom).

So, what options would be here?

Teacher (creater) can put assigments and give handouts that he would have to check. He can also put a limit to the number of users that can enter the classroom, and he could upload

videos and things like that (give him more options). 

How would spam be deleted?
1. There can be just 10 classrooms created at the same time (then the create classroom would be closed).
2. Admins would be able to select if the topic is ok or not.
3. Teachers could put a minimum age requirement, which would deny the access to anyone under that age (just link it to the age the user put when he registered the website).
