Perpendicular to x=-7 means the slope of that new line is 0. Reason is that x = -7 is a vertical line (parallel to y-axis). Any line perpendicular to that line will be parallel to x-axis and have a slope of 0. So, the line has to be y = mx + b where m is 0. So, the line has to be y = b. Since this line passes through (0,2), the line must be y = 2.
