In this project, you will write a program to track the projected changes in a country’s
population given an initial population and an initial birth rate and death rate.

I would love to help but I feel as though there are some equations missing here. :-\ Once you have the equations I think this would be trivial.

Birth rate = Number of Births ÷ Population
Death rate = Number of Deaths ÷ Populatio

Keep track of the population, birth rate, death rate, # of births, and # of deaths as doubles.

So let me see if I understand, you will input your anual Number of Births and Number of Deaths, and your program need to keep culculating rates as you input more data? If that is what you need reply, I am a bit rusty with c++ but will try to help you.
