The question isn't specific enough to be answered. I'd take a systems biology approach and say that it refers to a scale of size. The smallest, lowest level would be the atom; the next lowest would be the molecular world; then would come the cellular; then the tissue level; then the organ level; then the organism level. You could go on and talk about organisms being organized into populations, communities, etc - but I'm not an ecology person.
