what are the preconditions for the existence of a state?

In the united states, The areas officials petitions the US Congress to become a state, Congress then decides to either make or deny an enabling act, the state in question then creates a state constitution, congress reviews the constitution and passes an act of admission, the president then will either sign that or deny it and then it does become a state or it goes through congress again.

I think the state must have at least 60,000 people.
