2. An economist compiled data on productivity improvement of 27 companies. The economist classified the companies by r&d expenditures (low, moderate, high). The productivity improvement by R&D expenditure category as are follows:

Low: 7.6, 8.2, 6.8, 5.8, 6.9, 6.6, 6.3, 7.7, 6.0
Moderate: 6.7, 8.1, 9.4 8.6, 7.8, 7.7, 8.9, 7.9, 8.3, 8.7, 7.1, 8.4
High: 8.5, 9.7, 10.1, 7.8, 9.6, 9.5

a) using an alpha of 10%, test the hypothesis that the variances of the Low and moderate groups are equal (20 points) (i know the answer to this one is accept Ha but don't know how to get to it)

b) Assuming that the variances of these two groups are equal, construct a 95% confidence interval for teh difference between the two group means
