For the first digit you can only choose a 6 or a 7, so 2 choices. Second digit can be 6,7,8 or 9, so 4 choices. 4 choices for the third digit. 4 choices for the 4th digit. So 2*4*4*4= 128 So there are 128 numbers less than 8000 that can be make with only the digits 6, 7, 8, and 9.

You need a number less than 8000. So if the first digit was an 8, the number would be bigger.
