I assume by this you mean Einstein's relativity, right? Because relativity in general has been around for a long, long time.

@jemurray, actually that's not right. The doppler effect was observed and quantified in the 19th C, well before relativity (special or general).
The theory developed in the 19th Century predated special relativity but did not correctly describe the apparent shift in the spectrum of electromagnetic radiation because it demanded a medium through which the waves were to travel. When the time-dilation effect and the lack of a physical medium are included, you obtain the correct relation for light, but this wasn't until later.
At least as far as I know, I suppose...
