as irrespective of the radius, the rotational kinetic energy of the balls will be same and will be greater than that of the cylinder, option d is correct !!!

Assuming we neglect any resistance due to air... you might consider the surface areas in contact with the inclined plane. Would the larger contact area of the cylinder cause more resistance?
