He is or was probably top-ranked in a group, and there are still some bugs around withdrawing that distinction. He is not a global moderator. Do avoid posting non-questions in the question area though :)

COOL! it just seemed cool that he could be a mod at level 3! is he a global mod? or do you know him in person?
