I think it means C. Northern Ireland. Northern Ireland is part of the British Isles, geographically, but not part of Britain politically.

Ireland, as in the southern part is not part of the UK. Northern Ireland is where the political struggle continues but at least now there seems to be a lasting truce which has resulted in a substantial decrease in violence and death. It may be a generation or two before the ill will has gone and reasons for fighting are forgotten - or at least removed from daily life. geographically all of Ireland could be considered part of the British Isles.
