It could be any of them.

For example, the new community will produce a substantial amount of runoff and waste water. Depending on the sort of resources available for dealing with it, that would almost certainly have a greater effect on the surrounding environment than cutting down a few trees and a few squirrels loosing their homes.

Or if the land was a long way from the town, increased gas consumption and carbon emissions to reach it wouldn't have a severe affect locally but would contribute to the global problem.

Or of course D, as you noted.

i agree that the question in subjective, but since it's about environmental parameters, i'd go with D. the others have to do with personal costs...
