Most people were angered that Hoover wasn't doing enough to fight the Depression. While in retrospect, many historians believe that Hoover did all he could in response to the large crisis with what little time he had, people in that day were angered by his seemingly ineffective response. They called groups of homeless people living together "Hoover Towns". Newspapers used by homeless people to take shelter from the cold were called "Hoover Blankets".
