For 16.) you need to do a couple of things. First, can you find the mid-point? that is where the bisector crosses the segment. can you find the slope of the segment between points (-1,-1) and (5,7)? use change in y over change in x. The slope perpendicular to the segment is -1/m where m is the slope of the segment. Now use the point slope formula to find the equation of the line that is the perpendicular bisector.
