Are fractions binomial or monomial?

I may be fully wrong at this, but I think fractions can be monomial or polynomial. Consider the following: \[\frac{x}{2}\]\[\frac{2x+3}{4x ^{2}}\]The first fraction is monomial, because it is equivalent to a simple multiplication (x times 0.5). The second, however, must be a polynomial since the numerator is, itself, a polynomial.
