I think any book you find will be good. As you learn more and more physics you will see the use of them. If you are new to vectors i would suggest you take a look at the following video: Caltech: The Mechanical Universe - 05 - Vectors (you can find it on Google videos).

Depends on what you mean by vectors. If you mean "vectors" as in the 3-d "arrows" that are used to simplify the equations of motion of systems then try ANY introductory physics text book. If you are curious about calculus on the vectors in these spaces look at the beginning of Introduction to Electrodynamics by Griffith.

If you mean the much more general, mathematical topic of a vector, then you may want to look in a linear algebra text or search vector spaces, subspaces, inner products, etc.
