Yes. 7 is neutral. A pH less than 7 means the solution is acidic. A pH greater than 7 means the solution is basic. The farther away you are from 7 the stronger the acid. An acid with pH of 0 for instance, is the kind of solution one might use to quickly dissolve entire rocks.

The "stronger" the acid being relative as a "strong" acid is a different thing.
