Is there enough wire, and is it wrapped tightly? Both the inner coil and outer coil need to be tight to be effective.

Also, is your battery powerful enough? If not, your magnetic fields won't be large enough to create a noticeable spark.

Finally, you need to simulate AC current by flipping the battery on and off quickly enough - try switching the current on and off faster and see if you get a spark then.
