Horizontal lines always have a y in the equation but not an x. So you know it has to be either choice a or choice b. If you look at your point (-1,-3), the X-value is -1 and the Y-value is -3, so it makes sense to use the y-value and that's what you do. It turns out the value of -1 has nothing to do with your answer - you only need the y-value of -3.
