How difficult is it to develop for the web? I don't mean really huge systems like the ones whose logos are right beside your level bar, maybe not even a site like Openstudy, but an average website.

As with many things, it depends. It depends on the level of interactivity you want, whether you want to do things like AJAX so people don't switch pages when they take certain actions, and it depends on how much you want your site to do. The web is easy to get started in, but like everything it's a bit harder to get good at.

IF you know HTML, CSS, and JavaScript, you can create a pretty decent website. Here is a website that I manage ( http://www.swiggsbarsports.com/). Everything except for the virtual menu is done with those three languages (the v. menu uses XML and Flash). The code is pretty ugly at the moment because the guy who created it did not use well-formed code practices and I'm in the process of cleaning it up, but the point is that these three languages will get you a decent functional website. As shadowfiend said,if you are looking at more interactivity. it's going to be a little more difficult. PHP, ASP, and Flash will help bring you closer to the type of interactivity you see on sites like this one.

so for more 'static' (albeit still pretty looking) sites, I'm fine with HTML5, CSS, and Javascript.

Keep in mind that site design is more difficult than actually coding the site IMO. I spend much more time in design than in the coding, but if you know what you want and you are good at laying things out it's not that hard. I have a partner that does the initial design of the pages and then I code them.

If you're doing it all yourself, I hope you're good with Photoshop or GIMP too. One thing that hasn't been mentioned too much is server-side languages, but your Python and C skills will take care of this.
