Government is important to everyone, even those that are not interested or not old enough to understand. If you are referring to the American incarceration system, the answer is no but they do maintain some rights.

Ha, don't know - never been to jail - but I have watched "Lockdown, San Quentin" quite a bit! They for sure no longer have the right to own any weapons.

Yes, it is very important for kids to understand our democracy and how goverment works. The politicians are not acting mature enough to show a good example though. People in jail do need rights, but should understand that "everyone" has to be law abiding citizens to be able to enjoy full rights.
