Both Fuses and Circuit Breakers are designed to open an electrical circuit under a set of conditions which are defined as excessive current draw. A fuse is a single shot device, it opens, and never closes a circuit again. A Circuit Breaker, opens, and can be reset by the human, thus closing the circuit again. Both devices are used to stop excessive current draw, which can result in damage to equipment, or fire. The presumption with a Circuit Breaker is that the human is smarter than the Circuit Breaker and will not continue to close it if it opens without finding out what it opened in the first place.
