I think all the answers except A are incorrectly associating a pollutant and its effects. For example, b) claims that burning fossil fuels decreases water vapor in the atmosphere - water vapor isn't pollution. Burning fossil fuels causes air pollution by emitting greenhouse gases, nitrous oxides, etc. It's the same if you look at c) and d) - aerosol sprays used to have CFCs in them, which deplete the ozone layer (not increase ozone), and d) radioactive materials and CFCs aren't the same. So it's not actually about which effect is worse, I think it's asking whether you understand the causes and effects of different pollutants so you can pick the only 'correct' answer.
