How would you get a dynamic IP address?

If you connect to the internet through a proxy, then the proxy gives you an IP address. If you disconnect and then reconnect to the same proxy, then it will assign a different IP address to you.

I think the TOR network will suit you then; on their website they have a package with a preconfigured browser to help you browse the internet anonymously.

Do you mean more of an anonymous IP address? A dynamic IP address is given out typically by a DHCP server. You will more than likely want to look into an an service:
http://whatismyipaddress.com/hide-ip is a quick like to some information that should get you stareted.

127.0.0.1 is a loopback interface, which is what makes what agdgdgdgwngo said so funny. Any traffic sent to the loopback interface is received by the same interface. So essentially what agdgdgdgwngo was saying is: "tell them to go hack themselves."
