put x =0 , we'll find that f(x) is not equal to zero, so 0 is not a root, it can't be the lower bounds of roots hence False

you divide f(x) by x you'll get -3x^2+20x-36+16/x see the sign of coefficients -3 +20, -36 and +16 these are alternating Therefore 0 is a lower bound of f(x)'s roots
