the vertex does not indicate opening up, but the 3 in front of the parenthesis tells us the parabola is opening up because it is a positive 3.

It says the equation is in vertex form. In the sense, that the vertex is 4, 5

You are right though that the fact it is positive 3 times the quadratic in x says it is opening up.
