Hit the junk yard and grab one out of an old PWC (jet-ski). Probably the cheapest route.

To reduce the mass being lifted by the water jet, I might suggest using a high volume, high pressure pump system. From the pump, run a hose to the jetpack. Install a nozzle on the hose to increase the velocity of the water. On the other hand, the impeller of a jet-ski is able to propel the craft at upwards of 50 MPH across the water, indicating that the impeller is capable of producing a considerable amount of thrust. Please review fluid dynamics/mechanics especially those concepts dealing with jet streams. Also review kinetics and kinematics. You'll discover that any slight variation in thrust between the jets will send you spiraling out of control. Also be sure to test on a calm lake as significant waves can create this difference in thrust. Again. Please be careful.
