what important challenge did the constitutional convention face in regards to states?

The Convention had representatives from both large and small states. The most inmportant argument was how to determined the number of representatives each state had in the branches of Congress. The large states wanted representation to be determined by population, giving them more power. Smaller states wanted set numbers of representatives that would be the same for everyone. A compromise was reached, The other issue with the states was that none of the states wanted to give up some of their sovreignity to form a stronger central government.
