i need to do a web application project... suggest any topic and which language is preferable for the web application projects??

You could use PHP-MySql to build a databse driven website.

It also depends on the size of your project, how many people will be working on it, how many users you'll have, etc. Yes, both PHP-MySql and Rails are good platforms, but my experience with PHP is that it gets unwieldy with large projects, and is harder to use with a team than even, say, Java.

The other thought is to use a platform that you're familiar with, especially if deciding between any of the popular web platforms (i.e. PHP, Ruby, Python or Java, to name a few).
