A counter argument works to argue against an author (or person's) primary claim. So in your case, if the initial claim was "I want to move into X neighborhood" a simple counterargument could be: "The X neighborhood isn't an ideal location to live because _____(it's expensive, hard to get to, smells, etc.)" -- is that what you are asking?
