Yes, I know I read the problem correctly. The question mark is asking where do I put the S? halfway is what you are supposed to say, and halfway is another way to say bisect the line.

They ask " What do you do?" I think they want you to say, bisect the line segment TW, and put S on the perpendicular bisector, on the other side of the road.
